Test Resource Manager

ABSI is looking for a Test Resource Manager who will work closely with the customer program team, specifically supporting the Test and Evaluation Lead and Lead Test Engineer with planning, executing, and reporting for flight test projects. The Test Resource Manager will also support the coordination of resources, as well as maintenance of test data and information developed, generated, and required to support ground/flight testing of assigned projects.

ESSENTIAL FUNCTIONS:
The Test Resource Manager will be responsible for:

  • Developing, analyzing, and refining program requirements, status, budget, and schedules
  • Collecting, completing, organizing, and interpreting technical data and financial information relating to aircraft acquisition and product programs
  • Tracking program/project status and schedules
  • Performing program management, technical, or business case analyses
  • Applying policies and procedures for financial planning
  • Managing the Test Requirements Definition and Concurrence (TRDC) process
  • Planning for test assets, range usage, and facilities
  • Monitoring and tracking test metrics and verifying system performance against requirements, using established tracking tools (e.g., Dynamic Object-Oriented Requirements System (DOORS), Master Objectives Matrix (MOM), etc.)
  • Participating in program risk management process
  • Performing logical and physical system design and reviews and prepares system documents and specifications
  • Conducting technical research on system upgrades to determine feasibility, cost, time required, and compatibility with system
  • Working on special problem areas; administering complex areas of the network, security analysis, and planning
  • Providing status reports and responding to data calls as required by the program APMT&E and LTE
  • Leading or actively participating in initiatives to trim program or acquisition costs, improve T&E processes, and save NAVAIR business costs.
  • Preparing reports, studies, and documentation
  • Delivering presentations and participating as a member of and/or supporting Integrated Product Teams (IPT) meetings.

REQUIRED QUALIFICATIONS:

  • Junior:  A Junior level person in this category has at least 2 years of experience in a business or technical position and an Associates degree. A Junior level person is responsible for assisting more senior positions and/or performing functional duties under the supervision of more senior positions.
  • Journeyman (Mid):  A Journeyman level person within this category has at least a Bachelor’s degree in a relevant technical discipline, and 6 years of experience with mid-sized client server systems in systems analysis, software design, software development and database administration. Performs tasks with little or no guidance.
  • Senior:  A Senior level person in this category possesses a Bachelor’s degree in a relevant technical discipline, and at least four (4) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be at least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development.
  • Allowable Experience/Education Substitutions: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.

DESIRED QUALIFICATIONS:

  • Previous program office experience supporting US Navy/US Marine Corps acquisition and development efforts, including those involving complex T&E of hardware and/or software related to engineering or functional requirements of military aircraft and weapons systems
  • Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques.
  • Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies.
  • Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system.
  • Experience with test program management, and development of T&E metrics to track test program progress against plan
  • Demonstrated experience in the management of program/project status and schedules
  • Must have experience processing program acquisition, funding and contract documentation for military programs
  • Familiarity with NAVAIR iTest suite of tools, and standard T&E metrics used for T&E program management
  • Demonstrated knowledge of SECNAV, OPNAV, and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in DoD 5000 series)
  • Proficiency with Microsoft Office and web-based collaborative resources such as SharePoint and Microsoft Teams
